This study investigates how this capacity arises through relational processes between care actors in traditional service arrangements; employing a relational lens on interview data from 46 participants across two Canadian regions including twelve configurations receiving publicly-funded non-medical home support services.

An important inductive theme emerged from these interactions: it is up to those with relatively little power but the deepest understanding of a client’s situation and care concerns to initiate or implement service flexibility. Home support workers, for instance, often play this role by asking clients for exceptions to time or task allocations.
